  1. In 2012, the Governments of Denmark, United Kingdom, the Netherlands, and Norway established the “Somaliland Development Fund” (SDF) to provide a single vehicle through which development partners could finance prioritized projects aligned with Somaliland’s National Development Plan (NDP). At its core, the SDF was designed to promote sustainable investments that spurred job creation and fast growth, while at the same time laying the foundation for long-term resilience and development.

SDF 1 was implemented between 2013-2018, and SDF 2 runs from 2019-2025. Both phases have sought to support the Government of Somaliland (GoSL) either build (SDF1) or rehabilitate (SDF2) infrastructure relevant for inclusive economic development, as well as improve government capacity to prioritize, manage, operate, and sustain these investments.

Over its fund life, the SDF has funded extensive infrastructure activities primarily related to water, fisheries and livestock, health, schools, and roads, implemented by the line ministries with financial, technical and monitoring support from the SDF Secretariat. Over 790,000 citizens have benefitted from improved services in water, roads, soil and water conservation, fisheries, and livestock. This includes over 110 kilometres of newly built roads; 6,300 hectares of land recovered from soil degradation and desertification; increased sustainable catches of 1,400 tons of fish per year; and the building of two schools and two hospitals in Somaliland’s remote eastern regions benefitting largely nomadic communities.

  1. After over 10 years of implementation, the SDF Joint Steering Committee wishes to commission a longitudinal performance study of the SDF. The purpose is to capture any higher-level outcome and impact level results that have emerged from SDF activities, as well as to assess the extent to which SDF has fulfilled its objectives and capture any lessons learned.
  1. The SDF Secretariat now requests for proposals for the SDF Longitudinal Performance Study, Somaliland (hereinafter called “Services”). Full details on the Services are provided in the Terms of Reference (Section 7).
  1. It is not permissible to transfer this Consultancy to any other firm after submission of proposals.
  1. The Consulting Firm shall be selected under Quality and Cost-Based Selection (QCBS) procedure upon submission of a Full Technical Proposal (FTP) described in this Request for Proposals (RFP) and in accordance with the SDF Procurement Manual, March 2019 which can be found on the website through the following link: here

  1. Please inform us of receipt of the RFP by email indicating:
  • that you have received this Request for Proposals; and
  • whether you intend to submit a proposal alone or intend to enhance your experience by requesting permission to associate with other firm(s) (if permissible under Section 2, Instructions to Consultants (ITC), Data Sheet 14.1.1).
  1. Your attention is drawn to the SDF2 Procurement Guidelines on the disclosure of information on the successful Consultant’s beneficial ownership, as part of the Contract Award Notice, using the Beneficial Ownership Disclosure Form as included in the Request for Proposals.
  1. Any attempt by individuals, institutions, companies, and service providers to influence the outcome of the selection process in any way which can be interpreted as canvassing will lead to automatic disqualification from being considered for this service provision.
